New Postal Tabbing Regulations
USPS NEW CHANGES
EFFECTIVE SEPTEMBER 8, 2009
REQUIRED TO ACHIEVE AUTOMATED DISCOUNTS WHEN MAILING BOOKLETS
Defined: Booklets consist of bound sheets, perfect binding, two staples, glue or any binding method that creates a nearly uniform thick mail piece.
The decision to change is to minimize mail piece damage and maximize the efficient processing of booklets through the postage equipment. The wafer sealing requirements and mail panel layout are the most effected by this change.
This effects letter size mail with maximum height of 6 inches and max length of 10.5 inches and up to .25 in thickness. The bottom edge of the booklets must be the bound edge or fold. If the piece is an oblong booklet, the spine MUST be the leading edge. If not then the booklet is non-machinable.
Letter size booklets must be wafer sealed on the leading edge with two wafer seals, and one wafer seal on the trailing edge. These wafer seals must be 1.5 in size with no perforations.
If booklets do not comply
First class non-machinable booklets will be assessed a surcharge (Ex: 1 oz piece at automated rates avg. price per piece is .358 cent each, non-machinable with surcharge is .614 cent each)
Standard mail will pay non-machinable prices. (Ex: up to 3.3 oz automated .251 cents each vs non-machinable at .46 cents each)

GAA Green Conference
On November 15, the Graphics Arts Association of Philadelphia hosted a Green Conference at Penn's Landing in Philadelphia to educate buyers of printing in environmentally responsible print purchasing. Jim Federico, VP Sales, Offset Impressions, Inc. was a featured speaker on the "Green Team" panel discussion at the conclusion of the day long event. Since receiving FSC certification in January 2006 Offset Impressions, Inc. continues to consult with a variety of organizations that have undergone "green" initiatives.
